Removes the 15-day residency requirement from the definition of "elector," allowing persons eligible for conditional voter registration to be included as electors.

Authorizes county elections officials to use provisional ballot envelopes as affidavits of registration for persons registering during the 14 days before an election or on election day.

Requires county elections officials using provisional ballot envelopes as affidavits to include all necessary voter registration information, print an affidavit number, and notify the Secretary of State at least 15 days before the election.

Permits conditional voter registration for otherwise qualified persons who do not meet the 15-day residency requirement and allows them to cast provisional ballots.
