Extends the existing 30-day limit on handgun purchases to apply to all types of firearms, prohibiting individuals from making more than one firearm purchase application within any 30-day period.

Exempts certain purchases from the 30-day restriction, including those by hunting license holders purchasing non-handgun firearms and acquisitions of non-handgun firearms at nonprofit charity fundraising events.

Requires firearms dealers to post a warning notice that states "NO PERSON SHALL MAKE AN APPLICATION TO PURCHASE MORE THAN ONE FIREARM WITHIN ANY 30-DAY PERIOD" in block letters at least one inch high.

Establishes penalties for violations: first violation is an infraction with a $50 fine, second violation is an infraction with a $100 fine, and third or subsequent violations are misdemeanors.

Declares that no state reimbursement is required to local agencies or school districts because costs result only from creating new crimes or infractions and changing penalties.
