Authorizes the Bureau of Cannabis Control, Department of Food and Agriculture, and State Department of Public Health to obtain criminal history information from the Department of Justice and Federal Bureau of Investigation for cannabis license applicants at their discretion.

Requires the Department of Justice to forward federal criminal history record requests to the FBI and compile responses for licensing authorities.

Appropriates $10,700,000 from the Cannabis Control Fund to the Department of Food and Agriculture for radio-frequency identification tags to track cannabis and cannabis products.

Declares that the bill implements substantive provisions of the Control, Regulate and Tax Adult Use of Marijuana Act (Proposition 64).

Takes effect immediately as a bill related to the Budget Bill.
