Authorizes the City of Sacramento to conduct a shared autonomous vehicle pilot project within a one-mile radius of the University/65th Street light rail station for testing driverless vehicles without steering wheels, brake pedals, or accelerators

Restricts autonomous vehicles in the pilot to speeds under 35 mph, gross vehicle weight of 10,000 pounds or less, and prohibits operation on public freeways

Requires participating manufacturers to hold a Manufacturer's Testing Permit—Driverless Vehicles or Permit to Deploy Autonomous Vehicles from the Department of Motor Vehicles

Allows manufacturers to receive compensation for providing rides to the public, but prohibits directly charging passengers a fee to ride in the autonomous vehicles

Requires certification that local law enforcement approves of the testing area and conditions before testing begins; the pilot project becomes inoperative on June 1, 2020, with full repeal on January 1, 2021
