Requires law enforcement agencies to adopt a written Surveillance Use Policy by July 1, 2019, and submit it to their governing body at a public hearing for approval by resolution or ordinance.

Mandates agencies cease using surveillance technology within 30 days if their proposed policy is not adopted by the governing body.

Requires policies to include authorized purposes, types of data collected, authorized personnel, data retention periods, information sharing restrictions, and access logs for each type of surveillance technology used.

Prohibits law enforcement agencies from selling, sharing, or transferring surveillance technology information except to other law enforcement agencies as permitted by law and the approved policy.

Allows temporary surveillance technology use during exigent circumstances without prior policy approval, but requires agencies to report such use to their governing body within 45 days and cease use when the emergency ends.
