Requires the Department of Parks and Recreation to apply to sponsor a professional sports franchise license plate program featuring officially licensed logos, emblems, or trademarks from California professional sports franchises.

Authorizes the Department of Parks and Recreation to use professional sports franchise logos and trademarks in a design that does not obscure license plate readability, notwithstanding standard design criteria in Vehicle Code Section 5155.

Establishes the California State Parks Account within the Specialized License Plate Fund to receive revenue from professional sports franchise license plate fees, minus DMV administrative costs.

Allocates funds from the California State Parks Account, upon legislative appropriation, to the Department of Parks and Recreation's Office of Grants and Local Services for operations, maintenance, and recreation grant programs for state parks.
