Mandates policy manuals include the elements of elder and dependent adult abuse offenses under Penal Code Sections 368(c) and 368(f).

Requires policy manuals to clarify that law enforcement has exclusive responsibility for criminal investigations of elder and dependent adult abuse, while adult protective services and ombudsman programs may investigate and assist upon request.

Mandates inclusion of the Department of Justice's March 2015 definition of elder and dependent adult abuse as a guideline for investigators and first responders.

Exempts long-term care ombudsman programs that do not currently have a policy manual from being required to create one.
