Prohibits innkeepers, hotelkeepers, and lodging operators from disclosing guest records to third parties without a court-issued subpoena, warrant, or order, except to California peace officers.

Prohibits owners and operators of private or charter bus transportation companies from disclosing passenger manifest records to third parties without a court-issued subpoena, warrant, or order, except to California peace officers.

Defines "guest record" and "passenger manifest record" to include names, social security numbers, dates of birth, addresses, telephone numbers, driver's license numbers, credit card numbers, and automobile license plate numbers.

Allows disclosure of records to third-party service providers contracted for payment processing or business-related services, and permits disclosure to government entities for audits, inspections, or compliance with federal financial privacy laws.

Permits warrantless disclosure by lodging and transportation companies to law enforcement when an officer believes an emergency involving imminent danger of death or serious bodily injury requires such disclosure.
