Authorizes the Peace Officers Research Association of California Insurance and Benefits Trust to offer different health benefit plan designs with varying premiums in different geographic areas of the state.

Requires both the California Correctional Peace Officer Association Health Benefits Trust and the Peace Officers Research Association of California Insurance and Benefits Trust to use the same geographic regions established by the board for regional premiums, with a limited exception allowing north or south state divisions.

Maintains existing requirement that the board automatically approve any employee association health benefit plan that was approved in the 1987-88 contract year or earlier, provided the plan meets minimum board standards.

Clarifies that employee association health benefit plan trustees are responsible for providing plan administration and services to enrollees.
