Requires the SARATSO Review Committee to sponsor research specific to California sex offenders on recidivism and desistance from offending, including research on predictive accuracy of the state's authorized risk assessment instruments.

Mandates the SARATSO Review Committee to submit annual reports to the Legislature on ongoing research and final results of research studies, in compliance with Government Code Section 9795.

Adds two new members to the Sex Offender Management Board: one probation officer with experience working with juveniles (appointed by Speaker of the Assembly) and one treatment provider with experience treating juvenile sexual offenders (appointed by Senate Committee on Rules).

Removes deadline requirements (July 1, 2007 and January 1, 2007) for SARATSO review activities, allowing the committee to conduct research on risk assessment tools for adult females, male juveniles, and female juveniles without specific timeframes.

Changes the title of "Director of Adult Parole Services" to "Director of the Division of Adult Parole Operations" on the Sex Offender Management Board.
