Requires the Student Aid Commission to work with the State Department of Social Services to develop an automated system verifying foster youth status to aid in federal financial aid processing.

Expands the Cooperating Agencies Foster Youth Educational Support Program from up to 10 to up to 20 community college districts, with priority given to districts serving higher numbers of eligible foster youth.

Adds consultation and eligibility verification services, plus consultation and referrals for students deemed ineligible, to the required services under the foster youth support program.

Requires county social workers to identify in case plans for youth age 16 and older the person responsible for assisting them with postsecondary education and financial aid applications, unless the youth declines to pursue postsecondary education.

Delays the commencement of biennial reporting on foster youth program outcomes from March 31, 2018 to March 31, 2020.
