Expands the definition of "ammunition" in gun violence restraining orders to include magazines.

Eliminates all filing fees for applications, responsive pleadings, orders to show cause, and subpoenas related to obtaining, modifying, or enforcing gun violence restraining orders.

Requires courts to transmit copies of firearm surrender receipts to the Department of Justice within one business day for recordkeeping purposes.

Mandates that law enforcement officers verbally ask restrained persons if they possess any firearms, ammunition, or magazines when serving gun violence restraining orders.

Requires courts to hold a hearing within 21 days of issuing a temporary emergency gun violence restraining order to determine if a one-year restraining order should be issued.
