SB 121 Summary

• Expands individualized county child care subsidy plans from Santa Clara County only to 11 counties: Alameda, Contra Costa, Fresno, Marin, Monterey, San Benito, San Diego, Santa Clara, Santa Cruz, Solano, and Sonoma, with varying sunset dates (July 1, 2021-2023).

• Allows participating counties to supersede state law regarding child care subsidies on eligibility criteria, fees, reimbursement rates, ratios of 4-year-old children in state preschool programs, and efficient use of funds.

• Modifies reporting requirements from annual to periodic reports (every 3 years for most provisions, year 1, year 3, and year 5 of operation for certain counties).

• Restructures the Every Kid Counts (EKC) program to shift administration from the Scholarshare Investment Board to the Student Aid Commission and redirect $3,000,000 to support local governments and entities operating children's savings account programs with minimum grants of $100,000 per entity.

• Takes effect immediately as a bill related to the 2017 Budget Act appropriations.
