Prohibits licensed alcoholism or drug abuse recovery and treatment facilities, their owners, officers, directors, and employees from giving or receiving remuneration or anything of value for patient referrals.

Extends the same prohibition to alcohol or other drug programs certified by the department and their owners, officers, directors, and employees.

Authorizes the State Department of Health Care Services to investigate violations and impose sanctions including assessing penalties, suspending or revoking licenses or certifications, and suspending or revoking counselor registrations.

Permits the department to recommend disciplinary actions against licensed professionals providing counseling services, including termination of employment and suspension or revocation of professional licensure.

Allows the department to implement these provisions through provider bulletins and written guidelines until formal regulations are adopted.
