CA SB1232

Extends the deadline for crime victims to apply for compensation from the California Victim Compensation Board from 3 years after attaining age 18 to 3 years after attaining age 21.

Maintains the alternative filing deadlines of 3 years from the date of the crime or 3 years from when the victim discovered the injury or death resulted from crime, whichever is later.

Allows applications for crimes eligible under Penal Code Section 801.1 to be filed any time prior to the victim's 28th birthday.

Authorizes the Victim Compensation Board to grant extensions for good cause, including considerations for emotional harm or pecuniary loss related to prosecution, parole hearings, or the "Golden State Killer" case identification (through December 31, 2019).

Makes an appropriation from the continuously appropriated Restitution Fund to support the extended application period.
