Establishes requirements for parole hearings for inmates with life sentences, including that the inmate has remorse and insight into their crime, has not minimized their role in the crime, and is credible about their role.

Requires inmates to demonstrate they have been free from disciplinary actions for a reasonable period of time prior to the hearing and have made positive changes away from prior criminality.

Requires inmates to have developed realistic postrelease plans to avoid relapse or other conduct that contributed to prior criminality.

Requires inmates to demonstrate positive activities while in custody.
