Replaces "plaintiff" with "requester" in Government Code Section 6259 regarding California Public Records Act litigation.

Clarifies that courts must award court costs and reasonable attorney's fees to the requester if the requester prevails in public records disclosure litigation.

Specifies that courts must award court costs and reasonable attorney's fees to the public agency if the court finds the requester's case is clearly frivolous.

Adds provision stating the section does not preclude requesters from obtaining fees and costs under other applicable laws.
