Extends the California Health Benefit Exchange (Covered California) board's authority to adopt emergency regulations until January 1, 2022, with an exception for regulations implementing criminal background history checks.

Extends the Office of Administrative Law's authority to approve more than 2 readoptions of emergency regulations until January 1, 2027.

Requires the board to discuss any proposed rule, regulation, or standardized product at a properly noticed board meeting prior to adoption.

Applies the time extensions retroactively to any regulation adopted prior to January 1, 2019.
