Amends Elections Code Section 2026 to clarify the domicile presumption for Members of the Legislature and Representatives in Congress based on their voter registration address.

The residence address on a legislator's or congressional representative's currently filed voter registration affidavit is conclusively presumed to be their domicile, provided it qualifies as a residence under Elections Code Section 349(c).

The presumption applies even if the member or representative maintains another residence where certain conditions exist, including: a child's school enrollment, spouse's employment location, mail delivery, property ownership or rental, tax exemptions, utility or service accounts, vehicle or boat registration, insurance policies, or personal property storage.

Approved by Governor on September 29, 2018, and filed with Secretary of State the same date.
