Prioritizes financial assistance for individuals with annual income between 200% and 400% of federal poverty level who face significant cost-sharing expenses.

Requires Covered California to maximize use of federally funded subsidies and defines financial assistance to include direct premium assistance and cost-sharing help.

Makes financial assistance implementation contingent on legislative appropriation of funds.
