Removes the previous cap of 24 projects on the Department of Transportation's use of the Construction Manager/General Contractor (CM/GC) delivery method for highway, bridge, and tunnel construction

Requires at least two-thirds of CM/GC projects to use department employees or contracted consultants for project design and engineering services

Maintains requirement that all CM/GC projects use department employees or contracted consultants for construction inspection services

Requires an interim report to the Legislature by July 1, 2021, covering CM/GC projects approved as of January 1, 2021, and a final report by July 1, 2025, with data on project costs, completion stages, and time savings

Two projects remain reserved for Riverside County, with the Riverside County Transportation Commission authorized to use the CM/GC method for those projects
