Adds hypertension medication management services as a covered pharmacist service under the Medi-Cal program, subject to federal Centers for Medicare and Medicaid Services approval.

Specifies that covered hypertension services include any two of three services from each of three sections of the Business and Professions Code (Sections 4052.1, 4052.2, and 4052.6).

Sets reimbursement rate for pharmacist services at 85 percent of the fee schedule for physician services under Medi-Cal.

Requires pharmacists to be enrolled as ordering, referring, and prescribing providers under Medi-Cal prior to rendering services for reimbursement.

Directs the Department of Health Care Services to seek federal approval before implementation and to adopt regulations by July 1, 2021, with semiannual status reports to the Legislature beginning July 1, 2017.
