Requires associations to disqualify nominees who are not members at time of nomination or convicted of felonies involving bribery, embezzlement, extortion, theft, or perjury within the past 20 years.

Allows associations to disqualify nominees through bylaws only for failure to pay regular assessments, joint ownership restrictions, or membership duration less than one year, with opportunity for internal dispute resolution before disqualification.

Mandates that ballot counting meetings be accessible to all members and held at common area meeting space or reasonable distance from property, with at least 30 days' notice required for ballots, counting location, nominations, candidate list, and voter list.

Requires inspectors of elections to deliver ballots and election operating rules at least 30 days before elections and prohibits denial of ballots to members or persons with general power of attorney, except for non-membership status at distribution time.

Extends civil action statute of limitations to one year from when inspector notifies board and membership of results, allows actions in superior court or small claims court, and requires voiding of election results unless association proves noncompliance was unintentional and did not affect election outcome.
