Requires persons convicted of first-degree burglary who are released on parole in Los Angeles County to be subject to GPS monitoring as a condition of parole, effective until January 1, 2024.

Mandates the Department of Corrections and Rehabilitation to report to the Assembly and Senate Committees on Public Safety by April 1, 2023, on GPS monitoring program data including number of parolees monitored, arrests/convictions/revocations, property crime recidivism, and unauthorized GPS unit removals.

Applies only to Los Angeles County and sunsets on January 1, 2024, with the statute repealing on that date.

Declares that a special statute is necessary for Los Angeles County due to its unique size and diversity, rather than applying a general statute statewide.
