Requires buses and vehicles transporting special needs pupils to be equipped with an operational "child safety alert system" by the beginning of the 2018-19 school year.

Requires buses and vehicles not transporting special needs pupils to be equipped with an operational child safety alert system by six months after the beginning of the 2018-19 school year.

Defines a "child safety alert system" as a device at the interior rear of a vehicle that requires the driver to manually contact or scan it before exiting, prompting inspection of the entire vehicle interior.

Exempts school pupil activity buses from the requirement if they are not used exclusively for transporting pupils and meet specified conditions including adult chaperone oversight and post-departure vehicle checks.

Takes effect immediately as an urgency statute.
