Establishes the Tax Recovery and Criminal Enforcement (TRaCE) Task Force permanently within the Department of Justice to investigate and prosecute felony-level underground economic crimes through multiagency collaboration.

Requires TRaCE investigative teams to be located in Sacramento, Los Angeles, San Diego, the San Francisco Bay area, and Fresno under direct Department of Justice oversight.

Authorizes participating agencies to share confidential tax and fee information for investigations and prosecutions of underground economic activities, with strict confidentiality protections and nondisclosure agreements required.

Requires the Department of Justice to submit annual reports to the Legislature beginning March 31, 2020, including information on leads received, cases investigated or prosecuted, money collected, and any unauthorized disclosures of confidential information.

Mandates development of a data analytics system to enhance multiagency collaboration efficiency to the extent the Legislature appropriates funds for this purpose.
