CA SB1280

Extends the Small House Skilled Nursing Facilities Pilot Program from January 1, 2020, to January 1, 2026, allowing continued operation of up to 10 small, homelike skilled nursing facilities with 12 or fewer beds per home.

Removes the obsolete July 1, 2013, deadline for the department to issue all-facility letters and instead requires the department to issue standards for pilot facilities at unspecified intervals.

Pilot facilities must meet specified design and operational requirements including homelike environments, private bathrooms, full kitchens, outdoor space, and self-managed work teams with versatile workers under licensed nursing supervision.

Facilities remain subject to existing licensing enforcement provisions, skilled nursing facility licensing fees, and Medi-Cal reimbursement rates calculated by the State Department of Health Care Services.

Requires state reimbursement to local agencies and school districts for any costs mandated by the state as determined by the Commission on State Mandates, pursuant to Government Code Part 7.
