CA SB1281

Extends the destruction date of sealed juvenile records from age 30 to age 33 for individuals with sustained petitions rendering them ineligible to own or possess firearms under Penal Code Section 29820.

Authorizes prosecuting attorneys to access sealed juvenile records for evaluating charges and prosecution of firearm possession offenses under Penal Code Section 29820.

Authorizes the Department of Justice to access sealed juvenile records to determine if a person is suitable to purchase, own, or possess a firearm consistent with Penal Code Section 29820.

Allows prosecutors to access sealed records when necessary to disclose favorable or exculpatory evidence to a defendant in a criminal case, subject to juvenile court approval and confidentiality protections.

Contains operative language making Section 1.5 (incorporating amendments from both SB 1281 and AB 2952) effective only if both bills are enacted and SB 1281 is enacted after AB 2952.
