Requires brewpub-restaurant licensees to have a minimum 7-barrel commercial brewing system located permanently onsite and produce at least 200 barrels annually (increased from previous minimum).

Authorizes brewpub-restaurant licensees to label, bottle, package, and sell beer produced on-premises for off-premises consumption, and to donate or sell beer to nonprofit organizations.

Requires beer produced on-premises to be offered for sale to consumers in a bona fide manner, with the department considering actual sales volume as evidence of compliance.

Limits the sale or transfer price of existing brewpub-restaurant licenses issued before December 31, 2019 to the original license fee paid by the seller.

Exempts brewpub-restaurant license applications filed before December 31, 2019 from state limitations on the number of licensed premises; applications filed on or after that date are subject to existing limitations.
