Establishes the Commission on Substance Abuse and Recovery to provide comprehensive recommendations to the Legislature for coordinating state and local efforts to address substance abuse and addiction, including review of care standards, patient protections, provider qualifications, and local concentration of treatment providers.

Makes it unlawful for licensees, operators, managers, employees, patients, or other persons associated with alcoholism or drug abuse recovery or treatment facilities to offer, pay, solicit, or receive commissions, benefits, bonuses, rebates, kickbacks, bribes, or split-fee arrangements to induce patient referrals or acceptance of treatment.

Prohibits aiding, abetting, advising, brokering, steering, or otherwise participating in the unlawful referral inducement practices described above.

Establishes legislative intent to encourage public and private substance use disorder treatment providers to operate with integrity and to treat all patients receiving care with honesty, respect, and dignity, with full disclosure of treatment costs, duration, and likelihood of success.
