Enacts the California Cannabis Equity Act of 2018 to support local equity programs that help individuals and communities harmed by cannabis prohibition enter California's regulated cannabis market.

Authorizes the Bureau of Cannabis Control to provide technical assistance to local equity programs and, upon legislative appropriation, award grants to eligible local jurisdictions to assist local equity applicants and licensees.

Requires grant recipients to use funds for loans, grants, capital assistance, technical support, and workforce training for equity applicants and licensees, with no more than 10 percent allocated for administration.

Mandates eligible local jurisdictions receiving grants to submit annual reports to the bureau containing demographic data on equity participants and general applicants, including race, ethnicity, gender, income level, and prior convictions.

Requires the Bureau of Cannabis Control to publish approved and model local equity ordinances by July 1, 2019, and submit a progress report to the Legislature by July 1, 2020, regarding local equity program outcomes.
