Establishes a joint multiagency preapplication process to expedite permitting for dam safety and flood risk reduction projects proposed by public agencies or utilities.

Requires the Office of Planning and Research to develop a standardized joint multiagency preapplication form and model fee-for-service agreement in consultation with state agencies.

Mandates supplemental consultation occurring at least quarterly between project applicants and state agencies to identify ways to expedite permitting, address environmental impacts, and resolve potential conflicts between agency requirements.

Authorizes state agencies to collect flat fees from applicants submitting preapplications and ongoing fees under written fee-for-service agreements to reimburse reasonable costs of supplemental consultation.

Encourages federal agencies including the Army Corps of Engineers, U.S. Fish and Wildlife Service, National Marine Fisheries Service, and EPA to participate in supplemental consultation for eligible projects.
