Prohibits local governments from adopting or enforcing ordinances that would prohibit licensed cannabis retailers, microbusinesses, or nonprofits from delivering cannabis within or outside their jurisdictional boundaries.

Amends Section 26200 of the Business and Professions Code to add a new subdivision (h) establishing this statewide prohibition on local delivery restrictions.

Declares that the prohibition on local delivery restrictions addresses a matter of statewide concern rather than a municipal affair, applying to all cities including charter cities.

Finds that the bill furthers the purposes and intent of the Control, Regulate and Tax Adult Use of Marijuana Act (Proposition 64).
