Approves the memorandum of understanding between the state employer and State Bargaining Unit 16 (Physicians, Dentists, and Podiatrists) dated February 28, 2017, with provisions requiring legislative appropriation to take effect.

Adjusts pension contribution rates for State Bargaining Unit 16 members to 50% of the normal cost rate (rounded to nearest 0.25%) effective July 1, 2017, when cost rates increase by at least 1%.

Limits employer contributions for health and dental benefits for Unit 16 employees hired on or after April 1, 2017, to 80% of weighted average premiums and requires 15 years of service to receive any employer contribution at retirement, with percentages increasing based on years of service.

Excludes Unit 16 employees hired on or after April 1, 2017, from Medicare Part B premium payments and requires them to prefund retiree health care with a goal of 50% cost sharing by July 1, 2018.

Appropriates necessary funds from the General Fund and other sources to compensate covered state employees if budget acts are not enacted by July 1 in fiscal years 2017–18, 2018–19, or 2019–20.
