Prohibits issuance of new Dungeness crab vessel permits and limits permits to renewal or transfer of existing permits only.

Defines "length overall" of vessels as the horizontal distance between forward-most and after-most hull points, excluding attachments, and prohibits permit transfers if the vessel exceeds 5 feet longer than the baseline length on the permit.

Extends the Dungeness crab vessel permit program's operative period from April 1, 2019 to April 1, 2029, with repeal effective January 1, 2030.

Revises the Dungeness Crab Task Force composition and election procedures, requiring task force recommendations by January 15, 2022 and every third year thereafter through 2028, and allocates $150,000 annually to the Ocean Protection Council to support task force administration.

Requires all Dungeness crab traps to be removed from state waters by 11:59 p.m. on the last day of the applicable commercial season and authorizes the Director to delay season openings to provide 72-hour notice before gear setting periods.
