Extends sick leave benefits under the California Wounded Warriors Transitional Leave Act to all state employees who are veterans with service-connected disabilities rated at 30% or more by the U.S. Department of Veterans Affairs, regardless of hire date (previously limited to those hired on or after January 1, 2016).

Provides up to 96 hours of additional paid sick leave for medical treatment, including mental health treatment, related to service-connected disabilities.

Credits the sick leave on the effective date of the veteran's disability rating decision from the U.S. Department of Veterans Affairs, or on the first day of employment after active duty, whichever is later, with a 12-month use window.

Allows alternative crediting provisions when a veteran submits a disability application, permitting the employer to change previously used leave to an alternative balance if the veteran becomes ineligible or to adjust the 96-hour entitlement if the veteran becomes eligible.

Declares that sick leave credited under these provisions cannot be converted to service credit for retirement purposes.
