Eliminates requirement that California Gambling Control Commission members have specific career backgrounds (accountant, attorney, law enforcement, business, public member) and replaces it with legislative intent that members be the most qualified individuals available, preferably from different professions, fields, or industries.

Expands ineligibility criteria for commission appointment to include anyone who, within 2 years prior to appointment, participated in or had any pecuniary interest in a gambling establishment, in addition to existing restrictions on employment and income from such establishments.

Extends the required oath of office pledge to prohibit commission members from holding financial interests or business associations with any person, business, or organization engaged in the business of gaming, not just those holding gambling licenses.
