Requires the Department of Veterans Affairs to conduct a survey assessing veterans' homes' ability to serve veterans with complex mental and behavioral health needs and develop an accommodations plan.

Plan must address staffing needs (including specialized staff), required staffing ratios, security profiles, and the ability of each home to accommodate this population while minimizing disruption to existing operations.

Department may dedicate specific beds or units in one or more veterans' homes for veterans with complex mental and behavioral health needs.

Department must submit the plan and legislative recommendations to budget and veterans affairs committees by January 1, 2020, and begin implementing recommendations by July 1, 2020.

Plan must evaluate which recommendations can be adopted through internal guidelines versus those requiring rulemaking under the Administrative Procedure Act or statutory authorization.
