Authorizes the Department of Parks and Recreation to dispose of approximately 3,100 acres in Alameda County known as the "Alameda-Tesla Expansion Area" at Carnegie State Vehicular Recreation Area through sale of conservation easement or fee title to permanently preserve the land for conservation purposes.

Requires the Director of General Services to sell the land only to a local agency or nonprofit organization for use as a park or open-space purpose at fair market value, with "open-space purpose" defined as uses consistent with conservation, wildlife habitat preservation, scenic enjoyment, and nonmotorized public recreation.

Mandates that the sale and related transactions must result in at least $9,000,000 being deposited into the Off-Highway Vehicle Trust Fund before the land can be sold.

Requires all revenue from the disposition of the land to be deposited in the Off-Highway Vehicle Trust Fund for the department's purchase of land for off-highway vehicle recreation.

Requires the department to hold public hearings and consult with stakeholders before determining that disposing of the land is in the public interest.
