Expands the Address Confidentiality Program to include victims of elder or dependent adult abuse, in addition to existing coverage for domestic violence, sexual assault, stalking, and human trafficking victims.

Allows eligible victims to have the Secretary of State serve as their designated address on public records, with the Secretary of State providing a substitute mailing address to protect victim location information.

Requires applications to be completed in person at community-based victims' assistance programs or programs serving elder and dependent adult abuse victims, and mandates applicants meet with a victims' assistance counselor.

Establishes that making false statements in an application or knowingly providing false information is a misdemeanor offense.

Provides that no state reimbursement is required for costs associated with this act related to crimes or infractions, though the Commission on State Mandates may determine other reimbursable costs apply.
