Recognizes the right of self-quarantine as a civil right and establishes a civil cause of action for violations, allowing individuals to seek actual damages, compensatory damages, punitive damages, injunctive relief, and attorney's fees.

Permits individuals to exercise voluntary self-quarantine in a designated private residential area as an alternative to complying with mandatory governmental orders for medication, quarantine, isolation, or other contagion prevention measures.

Requires self-quarantine areas to be located on private property (including wilderness lands), meet sanitation and infrastructure requirements, have a single access point for all ingress and egress, and be properly posted to prevent public entry.

Exempts self-quarantined individuals from compulsory legal processes including jury duty, witness subpoenas, court attendance, and school attendance for the duration of self-quarantine, and provides contract protections regarding debt collection and service interruptions.

Makes it a misdemeanor to obstruct or interfere with self-quarantine rights, and a felony for governmental officers who maliciously deny PANDA rights, punishable by up to two years in county jail and/or a $10,000 fine.
