Extends the Road Usage Charge (RUC) Technical Advisory Committee's operation from January 1, 2019 to January 1, 2023, with repeal possible if extended by later legislation.

Expands the committee's scope to assess mileage-based revenue collection and other alternative mechanisms to the gas tax system for maintaining California's transportation infrastructure.

Requires the technical advisory committee to gather public comment on alternative revenue collection mechanisms and make recommendations to the Secretary of the Transportation Agency on pilot program design.

Committee must evaluate alternative systems based on eight specified factors including data security, privacy protection, ease of administration, compliance methods, and law enforcement data access safeguards.
