Applies accessory dwelling unit regulations, multifamily dwelling reconstruction protections, and mobilehome park conversion notification requirements to charter cities

Requires development agreements in charter cities to be consistent with general plans and specific plans, and mandates that agreements be modified to comply with subsequent state or federal laws
