Enacts the Sustainable Packaging for the State of California Act of 2018, requiring food service facilities in state-owned facilities, on state property, or under contract with state agencies to use only approved food service packaging that is reusable, recyclable, or compostable.

Requires the Department of Resources Recycling and Recovery to adopt regulations by January 1, 2021, establish criteria for determining approved packaging types, publish an approved list on its website within 90 days of Office of Administrative Law approval, and evaluate the list at least once every five years.

Allows food service facilities to continue using existing inventory or packaging acquired under contracts entered into before the list publication date, but requires compliance with approved packaging for all new contracts and inventory acquired after the list is published.

Requires food service facilities to provide contracts, invoices, and purchase orders upon request to demonstrate compliance and maintain records for a minimum of five years.

Directs the Department of General Services to publish approved packaging types and compliance requirements within 90 days and ensure state contracts with food service facilities comply with the chapter's requirements.
