Authorizes physician assistants to certify medical necessity for additional energy allowances for residential customers with life-threatening illnesses or compromised immune systems, alongside existing certification authority for physicians and osteopathic doctors.

Expands the list of medical professionals who can certify that gas or electric service is medically necessary to prevent service disconnection to include physician assistants, in addition to licensed physicians, osteopathic doctors, and nurse practitioners.

Requires the Public Utilities Commission to develop rules for the four largest energy utilities in California to demonstrate increased marketing and outreach efforts to customers eligible for medical baseline allowances.

Directs the Commission to consider policies for coordinated marketing and outreach programs with county public health departments to reach eligible customers for the medical baseline allowance.
