Requires the Public Utilities Commission, in consultation with the Energy Commission and Independent System Operator, to take actions by December 1, 2020 to facilitate microgrid commercialization for large electrical corporation customers, including developing service standards, reducing deployment barriers, and establishing separate rates and tariffs

Directs the PUC to develop guidelines for impact studies required for microgrids, form a working group to codify microgrid standards and protocols, and develop direct current metering standards in Electric Rule 21 to streamline interconnection

Requires governing boards of local publicly owned electric utilities to develop and make available a standardized interconnection process for customer-supported microgrids within 180 days of first customer request, including separate electrical rates and tariffs

Prohibits microgrid rates and tariffs from compensating customers for diesel or natural gas backup generation, except for natural gas that qualifies as a distributed energy resource or emergency use under Health and Safety Code Section 41514.1

Specifies that no state reimbursement is required for local agency compliance costs, as local agencies have authority to levy fees or assessments to cover mandated program expenses
