SB 1347 Summary

• Requires the Public Utilities Commission to consider procurement strategies for 2,000 megawatts of statewide energy storage systems by January 1, 2020, with targets to be achieved by December 31, 2030.

• Directs the commission to set appropriate energy storage procurement targets for load-serving entities (electrical corporations, community choice aggregators, electric service providers, and certain electrical cooperatives).

• Allows load-serving entities to meet up to 50% of their procurement targets through energy storage systems they own, or systems interconnected at transmission/distribution level or located on the customer side of the meter.

• Requires the commission to reconsider procurement strategies and targets at least once every three years.

• Specifies that no state reimbursement is required because any costs incurred by local agencies or school districts result from changes to criminal definitions or penalties.
