Requires community colleges beginning July 1, 2019 to report annually to the Legislature on allied health professional clinical programs, including number of students at each clinical training site and the license or employer identification number of each site.

Requires private postsecondary institutions approved by the Bureau for Private Postsecondary Education beginning July 1, 2019 to include clinical placement data in annual reports, including student numbers, information about language proficiency, compensation offered to clinical sites, and site license or identification numbers.

Implements reporting requirements in phases: 2019-20 academic year for seven allied health professions (Licensed Vocational Nurse, Medical Assistant, Occupational Therapy Aide, Radiologic Technologist, Respiratory Care Therapist, Pharmacy Technician, Surgical Technician); 2020-21 for ten additional professions; and 2021-22 for all allied health professional programs requiring clinical training.

Requires all disclosures to comply with state and federal privacy laws and defines "allied health professional" according to federal law under Title 42, Section 295p of the United States Code.

Specifies no state reimbursement is required under the California Constitution because costs result from creating new crime definitions related to perjury penalties.
