Establishes the California Apprenticeship Initiative (CAI) New and Innovative Grant Program under the Chancellor of the California Community Colleges to create new apprenticeship opportunities in priority and emerging industry sectors.

Applies to areas where apprenticeship training is not fully established or does not exist.

Requires the Chancellor to adopt application procedures, forms, administrative guidelines, and other requirements necessary to implement and administer the grant program.

Allows appropriated funds for the program to remain available for five fiscal years beginning with the fiscal year in which funds are appropriated, notwithstanding standard Government Code restrictions on fund availability.

Program operation is contingent upon legislative appropriation in the annual Budget Act.
