Requires the Department of Motor Vehicles to cease production of existing special interest veteran license plates and decals on January 1, 2019, and begin production of new special interest license plates bearing the descriptive message "Veteran"

New "Veteran" special interest license plates may only be issued to applicants who meet the eligibility standards for the "VETERAN" designation on a driver's license or identification card as specified in Vehicle Code Section 12811

Directs the DMV and Department of Veterans Affairs to establish a process for documenting applicant eligibility for the new "Veteran" license plates

Applies existing fees to the new special interest veteran license plates: $50 for initial issuance, $40 for renewal, $15 for transfer, $35 for replacement, and $78 for personalization

New "Veteran" plates shall be issued only after all existing special interest veteran plates produced before January 1, 2019, have been issued
